2004 Ford Tempo Won't turn over when cold

Very simply that it won't turn over when cold.
I Have replaced the battery, and it is still acting up. Once the outside temperature raises, it starts right up.
I Suspect either the solenoid or the starter? Are there any quick tests that I can perform that will help me to determine what the problem is?

There's no such thing as a 2004 Tempo. Is the year or model wrong? What are the symptoms? Do you hear the starter solenoid click?
