2004 Ford Taurus power steering fluid.

I recently bleed out my power steering fluid. and now that I replaced it, and taking all the air out of the hose, and tank, their is a lot of fumy bubbles in the reservoir. when I turn the car on, the fluid goes right to the bottom. when I stop the vehicle, the fumy bubbles, shoot right out of the tank. The fluid doesn't stay in the tank, no matter if it has the adequate amount of fluid or not. Im lost, what do I do?

The fluid is getting aerated. It has to be drawing air into either the return line or the reservoir line.
