2004 ford ranger 4x4 water blocked in wiper water cowl...messing up the smart box under glove box???

moisture is getting in the "smart box" creating mixed signals for dashboard instruments i.e. lights turn on wipers etc...

so water just sits there or wont drain fast enough?
