2004 Ford Focus AC problems

My AC only works on 1 but doesn't blow out air but on 2, 3, 4 the blower works but the AC doesn't so I was wondering what the problem is?

That is most likely a bad control head. That is the component that energizes the clutch relay at specific blower switch positions. This is the part with the controls in it in the dash.
