How do i fix my turn and four-way signals?

Turn signal does not work when he tilt steering wheel is pull all the way back. Signal work when the tilt is forward all the way.

There must be a short in the steering column. The only thing you can do is remove plastic around it and check the wiring.

are you sure that both go out?because they run off diferent flashers.
