I have a 2004 power stroke ,It will start an run a few seconds on starting,Hard to start on starting fluid .Will not start at all without it

my 2004 power stroke will start an try to run on ether.wont start without it. Crack cap on top fuel filter housing an turn key on ,getting all kinds of fuel to that point

could be the high pressure oil pump. a shop with a scan tool can monitor the pressure to see if it is enough to start
