2004 Ford F 150 Every Time Start Truck Gauges Stay Off Position They Bounce

Every time I start the truck all of the gauges stay in the off position but they bounce really fast for about 10 seconds, and my trip odometer always resets to zero.

could be a cluster issue. a shop with a scan tool can do a sweep test to verify if the cluster is working
