2004 Ford Explorer Warm Outside 4 Wheel Drive Kicks Cold Will Either

when it is warm outside my 4 wheel drive kicks in no problem but if it is cold it will either not kick in at all or only will after the truck is fully warmed up. Is it the transfer case actuating motor or the actuator solenoid behind the switch on the dashboard?
