throttle response not consistant. Nothing at first then lots.

2004 ford explorer.has no throttle response when pedal is first pushed a bit ,then more than you need. (nothing then lots). Is it throttle position sensor or fuel or...?

Check the TSP first. Then move to fuel pressure.
