no cruise control

cruise control light comes on but cruise doesn't work anymore on 2004 ford escape xlt

I have checked all that I can without knowing exactly what I am doing and I have no owners manual so I had to guess which fuses to check. I have NOT checked deactivator brake switch or relays in power distribution box (i have no idea which one it is)
