2004 Ford Crown Victoria Gas milage

My car (Police interceptor)has been getting bad gas milage.I've replaced the fuel filter, Air filter, New spark plugs, New coil packs. But still get 17 mpg mostly highway(85 miles to a quarter tank.4.75 gal)driving but my friend with the same car (Police interceptor) gets 110 to a quarter. But my car does have an exhaust leak at the manifold cause of a broken bolt. And has a lot of idling hours. Could it be the leak messing with the o2 sensors or maybe I need to replace the sensors cause it idled alot?

You need to fix the leak first then scan for codes. It will probably give you a converter code due to the air leak. That could effect your mileage.
