2004 dodge stratus timing

I am trying to set the timing on a 2004 dodge stratus 2.7. I set it to tdc and the cams are at 90 degrees off the head. However, with the at 90 degree the front cam sprocket is not mounting with the timing mark staight up and down, it is facing to the rear just by about 30 degrees. with this, with the crank marks lined up properly the marks on the chain will not line up. What am I doing wrong and what can I do to fix this?

see diagram so chain plate links don't line up with cam marks

what position should the cams be in for this? on the front I have circle indentations and painted on arrows. which do I use for the timing marks on the cam
