Airbag lite stays on,heater fan won't work,power windows,locks won't work changed negative and positive battery post,changed braided ground from starter to fuse box,car cranks and runs just has the above problems

First thing, check all of your fuses. (especially fuses #6, #7, #4, #10, #11 & #14, circuit breaker #1 [swap it with another circuit breaker front he fuse box to see if the windows. Etc now work])

Is your "check engine" light on? If so, have the codes read at an auto parts store which will do this for free.

Tried your suggestions.

First. Num. 1 relay is pos battery terminal checked all fuses. Nothing,now dash lites flashes fuse. Flashes 30 times.

Check the fuse labeled IOD in the under hood fuse box. This will often cause the problem.
Is your dome light burned out? If so, replace it. This will sometimes stop the flashing fuse.
