04 dodge neon gauges jumping

My neon started acting up today. When i start the car the gauges jump all the way to the max and then go back down.The dome light, cd player, power locks are all not working and i have checked all the fuses and they are all fine. when i took it in to check the diagnostics it didnt throw any codes. please help

-Have the charging system and the ignition switch checked
