I just replaced the blower motor resistor. The air blows strong but I can not change the fan speeds. It always blows on high. Also, when I turn the ac off the blower will not shut off. It blows down by the floorboard. What could be causing this?

In IPM box next to BATT remove cover find blower relay remove does fan stop running

Yes when I remove the blower relay the blower shuts off

When I put the relay back on the fan starts again

PCM controls relay via integrated power by providing ground to relay to close and operate fan. A circuit diagnosis will need to be done to find fault so do you have a DVOM?

Mine broke but I can get a new one. Once I get one, what are the steps I need to take to diagnos?

Will check for ground signal from AC control head to blower if the driver is grounded as I suspect then control head faulty
