So the wipers won't turn off even with the wiper switch off?Do you have a multi meter to do some testing?You could have a bad logic board.

NO I DON'T HAVE A MULTI METER BUT I AM SURE I CAN RENT ONE OR INVEST IN ONE

Also the first step in the trouble tree for wipers won't shut off is check the body control module for codes which diyer scan tools can't do.
