Ground wire 9982 is off on the engine end. Where is it re-attached, and what areas of the truck would be affected if it is disconnected ect. the instrument cluster?

Where did you get that number? In my database, the ground terminals has three digit numbers. If that is a wiring circuit number, that's like hunting a needle in a haystack.
