ground wire

I have what seems like a ground wire that has broken. It was attatched from the underside of the hood to the firewall. Can't seem to locate one online or to actually determine that it's in fact a ground wire. How important is this wire ?

If it's actually bolted to the hood, that is to reduce radio frequency interference (RFI) which can be picked up by the antenna and heard on AM radio. It may also be a better ground for an under-hood lamp when the socket is bolted to the hood.
