We have flushed the radiator and heater core and it is still getting hot. We have put a brand new thermostat in it also. This has happened twice. The car gets so hot it shuts down. Do you think it needs a new water heater? We have also checked the hoses. Could it be the radiator cap?

If you have continued to drive this engine until it shuts down from extreme temperature, then you likely have done very severe internal damage. At the very least a blown head gasket or cracked head. I suggest you get it chemical tested by a knowledgeable shop.
