low beams are not working

I have a 2004 s10 blazer the high beams works fine but the low beams dont work at all. The bulbs and fuses are good. I swapped relays around and they still didnt come on. The headlight switch works. Does anybody know what is wrong?

How do you know the headlight switch is good? How did you test it?

I turned the automatic headlights off and turned the headlight switch on and the high beams still work.

I can also hear the relay click when I turn the headlight switch on
