It can relate to a faulty vent solenoid valve back near the tank, a control circuit fault, or even a control module. To test it efficiently, a scan tool would be best, one that has capability to control the solenoid. A simple test light in place of the solenoid will tell you if the circuit is capable of being controlled, and also test the solenoid for operation.
