theft lock question

i have a 2004 cadillac cts i turn on the car but nothing happens when i try to take the key out it gets stuck i have to unplug the battery and plug it back in for it to start. but when it does start i cant roll down the window i cant listen to the radio i cant do anything the screen says theft lock does anybody know what to do and how much it could cost to have this fixed

What has been done to the vehicle. The radio theft information is separate from the vehicle theft system. The radio would need to be programmed with the vehicle VIN, and it should not lose this with battery disconnect. The windows would not disable either. You have an electrical concern of various circumstances, that no normal diagnostic procedure that I can offer, will address. You could also have multiple concerns that may, or may not be related to a common cause.
