The temperture gauge oscilates between 1/4 and 1/2. Is this normal or could it be a problem?

The oscilating doesnt seem to be related to strain on engine.

All the time? Or just after engine warms up? May be air in system or an electrical/gauge/sender/thermostat problem.

All the time. Seems to take its time to warm up and then randomly drops down to 1/4 and back
