You can have fuel flow but not enough pressure... you need to attach a pressure gauge to the
fuel rail.

A) the car didn't start, so you decided to check / replace fuel filter?
B) you changed fuel filter, but now engine does not start?

Does the check engine light come on when the key is ON?

If no, then the ECM is not powering up and that is why the engine won't run.

If the engine light does come on, have you checked for spark or codes?
