Yes the battery is brand new, and fully charged, the headlights are bright. A couple times after new starter was installed there was a sound like something was stuck in the fan, or a weak horn. Then no sound. The dash lights come on but no cranking.

Ok. Use a test light to verify that the black and yellow wire to the battery has power to it full time, key on or off. If not, find out why by tracing it back to the battery. Next check the black and white wire for power when the key is in the start position. If you have power on both wires, the starter is bad. If no power on the black and white wire, look for the black and white wire from the starter switch to the relay under the dash on the driver side and see if power is coming off the relay and going to the relay. If there is power to the relay but not from it, change the relay. If no power to the relay, trace the wire to the switch and test for power there. If not, bad switch. If yes, the wire between the switch and relay is broken.
