How do you change the hazard switch on a 2003 VW Passat?
Do I need to go in from behind the dash? If so, can I go through the glove compartment?

There is a blank filling a hole directly below the hazard sw. Use a small screwdriver, and carefully pry this out. Insert your finger into the hole, and up into the back of the hazard switch and ease it forward. you can pry it out with a screwdriver also, but this method offers less chance of damage to the dash.
