starter will not crank on cold mornings

tested battery ,good shape
I step on the brake and make sure the cars in park or neutral
will start eventually with jump
is there some kind of park and neutral switch

There is a neutral safety switch. Check to see if there is power to the starter when it doesn't start. If there is, replace the starter.
