serpentine belt tensioner problem

i have a vw golf mk 4 1.6 16v
to get the fan belt off the manual says to turn the tensioner bolt clockwise but when i try to turn it the nut and bold both turn together and the tensioner dosnt move. do you have any idea why this is happening

Tap on the tensionier with a hammar to see if it is gulded in place.

i can move it slightly with my hand but cant get the leaverage to pull it right back. the bolt im supposed to turn it with using a spanner just turns and turns
