CO2 resting : 00.80%, CO2 accelerating : 01.08%, Lambda : 0.98

Above are the readings from the last MOT at the testing station. It has failed based upon these readings.

Can you tell me if the above points to a problem with the catalytic ocnverter and if I should replace it?
