Blowing. Fuse #37 unplugged ecm /ccm/tcm Still blowing fuse no fire.

Fuse 37 20A
J220 - Motronic control unit (T121/62)
J271 - Motronic current supply relay (1/30)
J393 - Convenience system central control unit (T23/17), models with window regulator
J623 - Engine control unit (T80/15), engine code CBPA only
S283 - Brake vacuum pump fuse

I would suggest checking the wiring going to the J271 current supply relay for the Motronic control module. See picture below for location just behind the MAF senor, relay 428.
Remove the relay and using a multimeter test the resistance between pins 85+86.
Should be around 75 ohm.
See picture below for relay pin out.

Fuse 37 supplies 12V to terminal 30 at the relay and at the Motronic ECU at connector T121 pin 62.
