2003 Volkswagen Beetle cranking

Been running fine, this morning all lights come on, but motor will not turn over, check all fuses inside and under hood, not sure which relay under dash is for cranking, any suggestions to try? Have checked starter wires, no breaks, can hear fuel pump engaging when u turn on key

Standard, today I removed starter, tested good, battery and alternator tested good, still get all lights but not turning over
