2003 Toyota Landcruiser Come Overheated Coolant Steam Overflow Tank Will

how come the overheated coolant going as a steam to the overflow tank will not vaporise right a way.
and is it O.K to change the radiator coolant leaving the overflow tank empty ?

Why would you want to leave the recovery tank empty? It has to have coolant in order for air not to be drawn into the system.
