2003 Toyota Highlander Brake Lights Others Work Already Checked Fuse Good

I have no brake lights. all others work and I have already checked the fuse and it is good. Is there a relay? or does this indicate it is the brake switch?

Did you check for voltage, anywhere? Use a digitalmultimeter or testlite. If the highmount brake lite works, the brake switch isn't the problem. Otherwise it could be.

At the lower brake lites, the green wire with white tracer is voltage, with the brake switch activated.
