2003 Toyota Avalon Starting Stop Occasionally Engine Revs Does Move Starts Slow

When starting from a stop occasionally engine revs but does not move or starts slow. If i drop into low it is fine and move up to 2nd then drive. Only happens occasionally.

could be valve body in the trans or internal failure.
