Starter not working?

2003 CHEVROLET SUBURBAN
350,000 MILES • 5.3L • V8 • 4WD • AUTOMATIC

Truck starts when it wants to. Turn the key and all the lights come on the dash like they are supposed to. No clicks no sounds does not turn over or make any noise. After 3 to 40 turns of the key it starts. Replaced ignition switch and key switch. Still the same?
