I live in Canada - last winter my car started doing this, then was fine all summer. Now that it's cold out, it's doing it again. When I first start it up, the radio, clock and windshield wipers won't turn on for 20 seconds up to a minute or two (seems like the colder the weather, the longer it takes). Then all of a sudden, all three come on at the same time. I keep it in a heated garage at night, but it sits outside at work all day.
Any ideas on what could be causing this? Thank you for any help!

Seems there is a connection that is loose somewhere causing the problem. Check the ground circuit at kick panels. Clean and retightem them and retest.
