WHAT HE MEANS IS:

WILL THE ENGINE'S CRANKSHAFT DO REVOLUTIONS WHEN YOU TURN THE KEY TO START?

.....DOES IT NOT DO ANYTHING AT ALL?

OR DOES IT DO REVOLUTIONS, BUT JUST WON'T "BUST OFF" AND RUN?

I THINK THE "OVERALL" QUESTION IS.....IS THIS PUPPY LOCKED UP FROM LACK OF OIL? THE WORST DAMAGE MAYBE WAS DONE PRIOR TO THE NEW PAN.

I would remove the spark plugs and see if the engine turns over freely while you turn the crankshaft pulley clockwise.

The hard to turn by hand would explain the slower then usual engine cranking while trying to start it.
