2003 Saturn L200 Hi One Day Next Car Faster Than 30mph Rpm Exceeding Feels

Hi, from one day to the next the car was not going faster than 30mph and the rpm was exceeding. Feels like there was no power to make it go any faster. Now it will not go faster than 15mph.

Any codes in the computer?Sounds like a plugged cat i would have a back pressure test done on the exhaust.
