Saturn L200 Fan Noise?

When I run my heater or a/c after about 15 minutes I hear a high pitched fan noise. Almost as if it is trying to cool the motor. However, even after I have shut the heater r a/c off it continues to run. Even after I have shut the car off for several hours when I start the car up it is still running. It is only after about 15 to 20 minutes of not running the heater or a/c and driving that it kicks off. I have also noticed that if I switch from low to high heat or a/c too quickly it bogs down while idling. Not sure what could be going on.

Is the noise from under the hood or under the dashboard?

under the hood mostly.

Okay, I need you to check two things. First, when you hear the noise, open the hood and check if it is coming from one of the radiator cooling fans or if the sound is coming from behind the engine near the firewall.
