2003 Saturn L200 Dash Lights Out Others Flicker Headlights Also Flickering

Some of the dash lights are out and the others flicker. the headlights are also flickering. The battery is about 3yrs old.

IS it the battery or something else?

How bad do the lights flicker?Also have you had the alternator and battery tested?Made sure the battery cables are clean and tight?
