Is the Automatic transaxle relating to my breaks or serpentine belt

I'm having a hard time taking my car out of Park and going to any other gear.I just had serpentine belt replaced is that my problem and now there is a noise around under my front near wheels like something rattling.

The drive belt has nothing to do with the transmission the engine and transmission a two seperate parts.So does it just sometimes not want to come out of park then suddenly start coming out of park again or does it just not come out of park at all?Also when do you hear this rattle around the front wheels?
