unseize motor from water damage

how do un unseize a motor from water damage. I took starter off and seize by turning fly wheel manuelly but once i put starter on it almost started but seized back up and now im have a hard time unseizing again

You really don't "un-seize" a motor. Even if you get it to turn, you have likely damaged the cylinders, rings or pistons.
