This could be a sign of a failing power steering pump. Another possibility is that the belt could be slipping.
If the belt slips or the pump fails, it will not provide assistance to the power steering. Which will make it difficult to turn, especially when at low speed.
Are you noticing any noise while turning? Many times, the power steering pump will make a whining noise when it is failing. Also, you want to make sure that the fluid is at the correct level and in good condition.

Also look for any glazing and wear on the serpentine belt. Worn belt can slip on the pulley as well as a belt that is glazed due to exposure to excessive heat.
