2003 Oldsmobile Alero Plug Scanner Into Dlc Get Nothing Wont Power

when i plug my scanner into the DLC, I get nothing, wont power up the scanner,nothing wrong with scanner it works on everything else. my question is, how do you test the connector with a dvom, is the power measured in volts or millivolts.

check the fuse for the cigarette lighter. thats what powers the aldl.
