2003 Nissan Altima with controls on the steering wheel. These controls do not light up when the headlights come on. Is this just a blown fuse or more of a problem?

Should not be a fuse problem, more likely to be a bad or broken contact between wireharnesses.

I could not find any wiring schematic for the area in our database but first of all, ensure the meter cluster/interior illuminations and taillights are all working. Under the steering wheel there is a clockspring reel which is prone to breakages internally. At the harness, uses DVOM to test the RED/BLUE wire for battery voltage when taillights are turned on. If voltage is present, you would have to test the clockspring for continuity.
