2003 Mitsubishi Diamante There Sound Horn Fuse Relay Switch Been Replaced Horn

There is no sound in the horn. Fuse and relay switch have been replaced. Horn has been tested and works. But no sound when you press down on the horn button on the steering column. How can I fix this?

If the air bag light is indicating, it means the cable reel under the steering wheel is bad.
