2003 Mercury Sable Sable Horn Cruise Stopped Working However Sounds Panic Lock

I have a 2003 sable. The horn and cruise stopped working. However the horn sounds when the panic and lock are activated from the transmitter. Also, I don't hear a relay click when I press the horn.

Broken clock spring under the steering wheel. It's a wound-up ribbon cable in a plastic housing. Eventually the "Air Bag" warning light will turn on too.
