2003 Mercury Sable Heat Doesn T Work Felt Upper Lower Heater Core Hoses Both

Heat doesn't work. Felt upper and lower heater core hoses both are hot. With a/c off temp set to 90F I press "auto" I can hear a motor for about 2sec hit "off" and I could hear what I think is a flap door closing. Have no problem switching air flow from bottom to top or both. Is is a temperture sensor? What do you think?

check the actuator in tehheater box for working arrows point to actuator it controls temp in car.
