How do I pop the hood on this vehicle?

I pull the release in the vehicle and you here a little pop, which in turn pushes the hood up but not open, I cant seem to get the hood up.

Try this have helper open hood while you push down over latch area. Release quickly if it opens enough to get at safety latch. clean lube latch and may need to adjust spring tension
