why would insurance declare a 2003 mercury marquis gs a total loss just because had been hit in left wheel well causing to rub against tire?

That is a good question. What I recommend is that you check out the vehicle's value is at KBB.COM. Then find out the repair cost. Usually, if the repair is within 20% of the vehicle's value, the total it. However, if you feel it can be fixed easily and cheaply, you have the first chance to purchase it back from the insurance company at a very low cost. It may be worth it if the vehicle runs well and is in good condition otherwise.
